  13. Absolutely not. We don't have that technology yet. We are working on decoding the blinking code. The code is similar to a binary code but much more sophisticated. If you saw Encounters of a third Kind, it is not that simple. NSA is developing the software that will be able to decipher these codes but they are in there infancy. We are dealing with a much more intelligent life form. The technological advances of our species pales in comparison.
