Part of it is that Zeppelin's music was never really harmony related like say the Beatles or The Beach Boys so Page who seems shy about singing, never had to be pushed by Robert to contribute background vocals. He did sing as we can see on those early vids of him as a kid on the BBC. I seem to recall on the Coverdale Page tour of Japan he did a bit as well
