I HOPE it's only regional because I do NOT want the rest of the country to start talking like that. Occasionally I find myself doing it, and I hate it because you're right, it doesn't sound girly, it sounds like somebody doing an imitation of what they think girls talk like (a gay man would be a good example, yes), and somehow we took this as fact. I know it originally did get started with a bunch of girls, but it's morphed into such a caricature that I can't believe people actually still do it. It drives me nuts. I will tolerate "like" and an occasional "totally" (but only used sparingly), but the whole upward inflection thing is soooo annoying to listen to. Because when you make a declarative sentence? Do you know what I am talking about? It got started in one particular part of the country (Southern California I think but I'm not 100% sure), and then it spread from there. The reason so many teenage girls in the United States talk this way is because girls that are considered "popular" started talking this way first, then other girls started to do it to in order to get the popular ones to think that they were cool too.
