That's one of 2 things. When looking at the image upright, portrait orientation, place the right edge against the mirror (it's easier if you use the LP instead of the CD sleeve). The mountain becomes the right side of the 'Beast's' head/face, the Hermit becomes his right horn. The mirror image becomes the left side of his head, and the mirror image of the Hermit his left horn... So very cool... But there's one more hidden image as well... The light bearer is also way up on high whereas the small church is down in the valley below, diminished. Anyway, it looks like a variation of Mad Magazine's fold-in back covers.
