Generally speaking, sheep aspire to eat, sleep, and reproduce (and follow any shepherd with a big stick). Hard to say for certain what Roger Waters wished to point out (as his prose is layered like an onion) but one thing is for sure (imo), he has a wicked way with words. This song does make a lot of sense, it is something that we can all relate to.
