I haven't seen one before; looks like mid 1970s to early 1980s. The popularity of pennants began to wane as the popularity of posters took hold.

Edited to add: Certainly it's an unlicensed item, possibly sold by street vendors outside a concert or a prize to be won at a carnival or fairgrounds.
