Anyone here know of a reasonably priced service that retouches photos without going crazy and overdoing it?

The only thing that needs repair is uneven skin tone, shine from flash, etc. The person who's photos need retouching had a tan that was very uneven and looks bad in the pictures.

Sounds like something PhotoShop should be able to handle.
